FEMA Trains Ready: Shackles Included

Conspiracy theorists have long talked and heard about FEMA trains, complete with shackles and guillotines, ready to haul away Americans who are trying to prevent a hypothetical ‘New World Order’. The video below and this document from Federal Business Opportunities (FBO) seems to have breathed new life into this ‘conspiracy’ and has even given a ‘target date’ for when such a diabolical NWO plan might begin: April to September of 2014 with two 12-month option periods. According to our videographer chaddydad1, the ‘Rail Chain Tiedown Assembly’ being requested in this FBO are far from what this FBO is saying; are they simply to tie down equipment or something more nefarious?
